**TEXAS DEPARTMENT OF FAMILY AND PROTECTIVE SERVICES (DFPS)** has contracted to offer services to adopted children and their families to help them understand and cope with the effects of past abuse and manage the lifelong process of being adopted. Families may need assistance in dealing with handicaps, disabilities or developmental delays, or supportive services related to other issues.

**Supporting Adoptive Families**

Our Post Adoption Program comes to the aid of families that have accepted the responsibility of adopting a child that has previously been in the state’s foster care system. Many of these children have suffered abuse, neglect, and/or abandonment at the hands of their birth parents. It is the mission of our program to ensure that these families not only survive, but thrive with healthy, whole relationships. The staff in Post Adoption Services is trained and experienced in assessing needs and providing services to adoptive families. Services are provided at no cost for eligible clients. ##### COUNTING STARS RANCH: Veteran and 1st Responder Non-profit

Building bonds and helping heroes.

We are an all volunteer 501c3 non-profit organization established in 2021. We operate a faith based program to meet the needs in our local community. We are completely funded by your generous donations.

We provide military Veterans and First Responders with service related disabilities and their service dogs support and a peaceful environment to rest, relax and renew. We connect Veterans/First Responders with local services, build community and assist them in building a stronger and more effective bond with their service dog.

David and Dr. Vicki Smithers  founded Counting Stars Ranch in Ore City, TX in 2021. David passed away 6/26/24 at the age of 55. Vicki and a group of veterans are running the 501c3 and continuing retreats for veterans and 1st responders in David's honor.

The 152 acre ranch is nestled in the piney woods near Lake of the Pines  and Barnwell Mountain Outdoor Recreational Vehicle Park. We have 2 fishing ponds and acres of walking trails.

Counting Stars Ranch

Bethesda Health Clinic was founded in 2003 to help hard-working, uninsured East Texans receive affordable healthcare. We are a 501c3 nonprofit that accepts $0 in state or federal funding. We are 100% community supported and thrive from the generosity of medical volunteers, churches, individuals and businesses.

Bethesda serves low-income, working, uninsured East Texans. We give our patients a primary medical home. Without Bethesda they would be forced to seek care at the emergency room or choose between feeding their families and going to the doctor.

Our vision is to serve and honor Christ by inspiring our neighbors to live an abundant life, a life that is healthy in mind, body and spirit… a life that is meaningful, purposeful, joyful and eternal.

Bethesda is led by Dr. John English, who has served as the clinic’s CEO since 2004. Our team is made up of paid and volunteer medical and dental professionals, as well as support staff.

Since its inception, the clinic has served more than 20,000 patients and completed more than 265,000 patient visits.

### Serving East Texas for Over 20 years

The idea for Bethesda was born in 1999 when Dr. Michael Massar, Pastor of the First Baptist Church in Tyler, Texas, received a call from a local physician who was interested in setting up a community clinic at the church.

Dr. Massar was inspired to help and soon reached out to other clergy in the area to see if they were interested in a more ambitious idea – a multi-congregation, shared health ministry. Years earlier, a parishioner named Porter Skidmore had donated an 11,000-square-foot building to First Baptist, and this could serve as the home of the ministry. A steering committee and board were formed, and they agreed to move forward as quickly as possible by renovating a 3,000-square-foot area in the Skidmore building. Donations of furniture, lab equipment, supplies and money poured in, and Bethesda opened its doors on September 6, 2003. Two doctors and four nurses were on duty. Thanks to the generosity of early contributors and a sizable gift from an anonymous donor, remodeling continued and the clinic expanded its capacity dramatically. By the end of 2004, the clinic had logged nearly 4,800 patient visits.

Large scale remodeling of the rest of the building was finished in January 2004, and the clinic began expanding its services beyond primary care services to include cardiology, gastroenterology, gynecology, podiatry, orthopedics, psychology, dentistry, physical therapy, ophthalmology, endocrinology, rheumatology, pulmonary, neurology, nephrology, physical medicine and rehabilitation, EKG, diabetes, radiology and lab work.

In 2015 the clinic once again underwent large scale remodeling. The David F. Nichols, DDS dental clinic came into being and expanded dentistry capacity greatly with the addition of two dental chairs and a hygienist chair for a total of 5 dental spaces. The Harold B. Cameron, MD medical clinic was formed and several additional exam room spaces were created to increase our capacity for primary care patients and some specialty visits, including a staff gynecologist available for Women’s health services. More administrative office space was added as well by taking in the former front porch.

Increased accessibility to care for patients in need of mental health services was expanded in 2019 with the addition of an on-site counselor who sees patients each week.

In 2020 Bethesda will celebrate 17 years of successful operation. Since its inception, the clinic has served more than 11,000 patients and completed more than 125,000 patient visits.

The Andrews Center is a community mental health and mental retardation center established by law as a local governmental entity in accordance with the provisions of the Texas Health and Safety Code, Title 7, Section 534, Subchapter A.

The Center operates a variety of programs and services for persons with mental illnesses and intellectual disabilities. Andrews Center serves individuals and their families from 25 different service locations including, outpatient clinics, day training and rehabilitation facilities, manufacturing plants and group homes.

The Andrews Center Behavioral Healthcare System is a recognized leader in this industry locally and at the state and national level. It is recognized for quality care and management. Several of its programs are considered models across the state.

**At Andrews Center we offer:**
- Autism Services
- Intellectual & Developmental Disabilities
- Forensic Services
- Veterans Services
- Mental Health Services: An initial mental health screening and intake with a licensed mental health professional to determine eligibility, should they qualify, the person will be assigned to a case manager and scheduled to see a psychiatrist if medication is recommended. For adults, we treat major depressive, bipolar, and schizoaffective disorder, we do not prescribe controlled substances for any mental illness. For kiddos, we treat all diagnosis and will prescribe controlled substance if recommended for diagnosis such as ADD or ADHD. We aim to cater to those who are uninsured or underinsured, but we also accept private insurance. We off substance use services, peer support groups, housing support (must meet criteria), integrated health, Medicaid or disability applications, and counseling to those who meet criteria.

Our income eligibility is close to that of Medicaid’s, if you don’t meet a certain threshold of income, services are free of charge. We bill all major insurance companies and accept all forms of Medicaid for adults and children. No social security card is required.*

### What is the Andrews Center?

The Andrews Center is a community mental health and mental retardation center established by law as a local governmental entity in accordance with the provisions of the Texas Health and Safety Code, Title 7, Section 534, Subchapter A. The Center is named for Earl C. Andrews, one of the leading citizens of Tyler, Texas, who helped found the Center in 1966. June 4, 1968 the contract was signed with Smith County Commissioners Court which legally put the Center in place. Earl Andrews served 25 years, 20 as Chairman of the Board. The Center is governed by a nine-member board of community leaders appointed by the commissioners’ courts of the five counties it serves.

The Center operates a variety of programs and services for persons with mental illnesses and intellectual disabilities. Andrews Center serves individuals and their families from 25 different service locations including, outpatient clinics, day training and rehabilitation facilities, manufacturing plants and group homes. Andrews Center has more than 400 employees including Psychiatrists (M.D.), Nurse Practitioners, Physician Assistants, Licensed Professional Counselors, (LPC), Social Workers (LCSW), Psychiatric Nurses (B.S.N., R.N.), Behavioral Therapists and other professional and paraprofessional specialists. Revenues the Center generates annually are derived from more than 30 different sources including contracts with state agencies, federal grants, contracts with managed care and insurance companies, local industry, patient fees and insurance.

The Andrews Center Behavioral Healthcare System is a recognized leader in this industry locally and at the state and national level. It is recognized for quality care and management. Several of its programs are considered models across the state.

### Andrews Center History

Andrews Center (formerly Mental Health Mental Retardation Regional Center of East Texas) was originally established on June 4, 1968, as the Smith-Wood County Mental Health Mental Retardation Center under the sponsorship of the Commissioners Courts of Smith and Wood Counties. A local planner, Gary K. Smith, was employed by the Board of Trustees to plan the Center and became its first Executive Director.

In November 1969, the Smith-Wood County Center for Mental Health and Mental Retardation Services began formal operations. The offices were moved from the basement of the Smith County Courthouse to the Bryant Petroleum Building.

In 1974, the County Commissioners Courts of Henderson, Rains, Smith, Van Zandt, and Wood counties contracted to sponsor the Mental Health Mental Retardation Regional Center of East Texas.

A nine-member Board of Trustees was established as the governing body of the Center. Members were appointed by the County Commissioners Courts on the basis of population as follows: three trustees from Smith County; one trustee each from Henderson, Van Zandt, Wood and Rains Counties; two trustees appointed at large. The Board of Trustees established policy and employed the Executive Director to carry out the purpose and policy for which the Center was created.

Following these years of rapid expansion and growth, in March 1978, the Board of Trustees employed Mr. Richard J. DeSanto as Executive Director (now Chief Executive Officer). Mr. DeSanto was employed to assist in the improvement of the quality of care and the completion of a capital improvement plan to establish adequate facilities for operation in each sponsoring county.

Long, Mrs. Rebecca Laughlin, Mr. Bobby Sanders, Mrs. Linda Hill, Dan Peacock, Mary Lynn Smith, Tonya Spencer, Joan Brooks, Dr. Richard Groepper, Dr. William Bone, Mary Lookadoo, Dennis Murphy, and Mr. Wayne Leake.

Mrs. Mildred Speights served on the Board as Vice-Chairman from 1968 until her retirement in 1985.

Dr. Masters Moore served on the Board from 1968 to 1981. During his 13-year tenure he was personnel committee chair and, as such, was a key player in choosing the distinguished staff that has characterized the Center since its inception.

Mr. Isadore Roosth was appointed to the Board in July 1975, and served as Secretary/Treasurer until his death in July 1992.

Mr. Earl C. Andrews was elected as Chair of the Board of Trustees on August 15, 1973, and was reelected to that capacity each year until his retirement in April 1991.

On May 31, 1991, Richard J. DeSanto, Chief Executive Officer, announced that Earl Andrews had agreed to allow the Center to be renamed “Andrews Center.”

We are 100% community supported and thrive from the generosity of medical volunteers, churches, individuals and businesses.

Bethesda serves low-income, working, uninsured East Texans. We give our patients a primary medical home. Without Bethesda they would be forced to seek care at the emergency room or choose between feeding their families and going to the doctor.

Our vision is to serve and honor Christ by inspiring our neighbors to live an abundant life, a life that is healthy in mind, body and spirit… a life that is meaningful, purposeful, joyful and eternal.

Bethesda is led by Dr. John English, who has served as the clinic’s CEO since 2004. Our team is made up of paid and volunteer medical and dental professionals, as well as support staff.

Since its inception, the clinic has served more than 20,000 patients and completed more than 265,000 patient visits.

In addition, broader Society programs and services help families address the underlying root causes of their basic unmet needs. Things like access to free prescription medication for those without insurance, or support in escaping predatory debt empower neighbors to build a life free from poverty.

**At the Jefferson Conference we provide:**
- A monthly Food Pantry
- Prescriptions
- Gas
- Temporary lodging
- Partial utility assistance
- During the winter we also provide gloves and/or hats, and blankets and coats (when available). 
- Reference information to other agencies in the area

- Classes: LCDC teachers exceed the minimum training requirements and maintain the qualifications necessary as required by federal and state standards.
