The Area Agency on Aging of East Texas is designated by the Texas Health and Human Service Commission (HHSC) to coordinate services for persons in East Texas who are 60 or older, with particular attention to low-income minority older individuals, older individuals with limited-English proficiency, and older individuals residing in rural areas.

As our population ages, it is important to provide support services that enable our seniors to live according to their choice, independently and with dignity. With a new face accompanying this changing population, we constantly look for new and innovative ways to keep up with the fast-paced baby boomers. We encourage and support volunteer and community groups to get involved.

The Area Agency on Aging is a program of the East Texas Council of Governments serving Anderson, Camp, Cherokee, Gregg, Harrison, Henderson, Marion, Panola, Rains, Rusk, Smith, Upshur, Van Zandt, and Wood counties.

Axia Mobile Pregnancy Resource Center Admin Assistant and Patient Advocate

At Axia’s Pregnancy Resource Center or its Mobile Center, pregnant women finds immediate support and compassionate guidance to help her with her first steps.

Located in the Axia Center across from Tyler Junior College or at various locations where Axia’s Mobile Center parks, The Pregnancy Resource Center offers: 
- Free pregnancy tests
- Supportive help to women facing the first moment of a positive pregnancy test
- Free ultrasound is available by appointment. These ultrasounds drastically increase the survival rate of the unborn child. 
- Community volunteers ready with support, guidance, and resources.
- Better2gether program which provides free support to pregnant women through Childbirth Classes and Doula Care.

Our mobile pregnancy center travels across East Texas, bringing the free services of AXIA to your community. We offer the same Axia pregnancy testing and early ultrasound on board a mobile unit. En el Centro de recursos para el embarazo de Axia o en su Centro móvil, las mujeres embarazadas encuentran apoyo inmediato y orientación compasiva para ayudarla con sus primeros pasos.

Ubicado en el Centro Axia frente a Tyler Junior College o en varios lugares donde se estaciona el Centro Móvil de Axia, el Centro de Recursos para el Embarazo ofrece:
- Pruebas de embarazo gratuitas
- Ayuda solidaria a las mujeres que se enfrentan al primer momento de una prueba de embarazo positiva.

The Axia Center and Mobile Center

**Our Story**

In 1982, YWAM missionary and visionary leader,  Beverly Kline, met a Tyler teenager who was fearful that she might be pregnant.  In seeking help for this young lady, Bev was directed by the health department to an 800 number for a free pregnancy test. Bev soon learned that the free test was provided by a Dallas abortion clinic, which utilized a local Tyler laboratory, that ultimately provided the lead for an abortion sale.  

Little did anyone know, that that one inquiry would result in closing the door to that clinic’s abortion access in Tyler! Since then, more than 40,000 free tests have been administered by Tyler’s Living Alternatives Pregnancy Resource Center.  Today, in addition to pregnancy testing, the Center also performs free sonograms which drastically increases the survival rate of the unborn child. The Center’s Building Blocks program continues to minister to the women after a confirmed pregnancy with individual parent mentoring, childbirth education and doula services, to ensure the safe arrival of the baby. 

Fatherheart Maternity Home has provided more than 600 young women safe haven to mend the past and move into the future with a renewed hope. Babies are a great start to a new beginning. For many of the girls, a new beginning starts with an adoptive family for her baby, facilitated by the ministry’s Loving Alternative Adoption Agency.  More than 200 birthmothers have made the loving and sacrificial choice to prepare an adoption plan, and placed their precious baby into the arms of trusted adoptive parents. 

Loving Alternatives was also honored to utilize its agency license for a season, by helping the Smith County Family Court find Christian families for 100 children who were waiting in foster homes for an adoption. This ministry is called ForThe1.

Statistics tell us that many girls who age out of the Foster system are at a higher risk for trafficking and unplanned pregnancies. KEEPS Boutique combats these statistics by providing a unique shopping experience for teen girls in the State foster care system. This free shopping experience enables personal connection through “girls’ nights out” events, and a summer camp experience. Through these brief but impacting encounters the girls experience the touch of the Father’s love as the staff welcome them with warm embraces.  

The flagship of all the Living Alternatives ministries is the Pregnancy Resource Center.  The PRC is the where the heartbeat of Living Alternatives emanates from, and this heart is ENLARGING.  In partnership with the community, 1.2 million dollars was raised for a state-of-the-art facility called The AXIA Center that allowed Living Alternatives to reach more women in even more effective ways. Free pregnancy testing and sonograms are tools utilized to reach the target audience of abortion-vulnerable women with hope – and help – to make life changing decisions for their unborn child and their future.

Ned E. **History**
Originally named Greenville School, the school founded in 1883 by the renowned educator and dean of students, Prof. Ned E. Williams, as an all-Black school in the Elderville Common School District. The school's name was changed to Gregg County Training School in 1918, with Mr. Williams as its first principal. After his death in 1945, the school was renamed in his honor, recognizing his 57 years of service to the institution. His son, Dr. E.R. Williams, succeeded him as the principal.

A new modern structure was constructed in 1964, but the school closed its doors in 1969 following consolidation with Longview Independent School District. Currently, Dr. Dorcas Dunlap, a third-generation descendant of Ned E. Williams, is the administrator of the elementary school.

The history of the Ned E. Williams Elementary School serves as a testament to the contributions of Black educators and their vital role in shaping the educational landscape of America. The school has come a long way from its humble beginnings as an all-Black school to being administered by one of the descendants of its founder. It remains an integral part of the Longview Independent School District, providing quality education to children from diverse backgrounds.

**Eligibility Requirements:** Participants must be at least 19 years old unless stipulated by the agreement of the facility. Participants who are 16-18 years old must have parental consent, proof of withdrawal from school, and a court order (16-year-olds only).

**Caring instructors to help you learn!**

We carefully select our instructors for their ability to work with the adult learner. The curriculum ranges from basic-literacy level to twelfth-grade level instruction in reading, writing, social studies, science, and math. We will assess your current educational level, and then design a training program for you.

**Our programs are free! Registration is quick & easy.**

No fees are charged for attending Kilgore College Adult Education & Literacy (ESL, TxCHSE, Exam Preparation, or Intensive College Readiness) courses, however students must furnish their school supplies. Registration is easy and quick Classes are held continually throughout the year with registration during various months. How wonderful would it be if no one was homeless? Unfortunately, not only are people homeless, but the number of homeless individuals is increasing.

Because of the need, Hiway 80 Rescue Mission is always looking to expand its facilities. In Tyler, our newest facility is Triumph Village, opened in 2018. We offer the New Creation Discipleship Program for men there now. In the future we plan to add a commercial sized kitchen, dining hall, classroom space, laundry and a chapel. That will take your support. So, please consider supporting our mission with your generous donations.

The New Creation Program is the opportunity for a new start in life for men whose lives have been derailed by alcohol abuse, drug abuse, or other destructive behaviors. 

Men in the New Creation Program are in Bible Study classes every day where they learn how to make right choices for their lives and surrender their lives to God.  Life skills classes and recovery classes are provided to help program men move forward.  Program men are also involved in daily work therapy and assignments.  These chores help men learn the responsibility and self-discipline necessary for long term growth. They are required to attend daily devotionals and memorize scripture on a weekly basis.  Each man also meets with a case manager once a week.  The case management meetings provide the opportunity for counseling, self-examination, and accountability.

Men in the program are also required to connect with a local church and local recovery group.  This helps men to begin to develop a spiritual foundation outside of the Mission. 

Twice a year, the Mission holds a graduation service for the men who have completed the New Creation Program.  For all of them, it is a great accomplishment.  Some have gone on to college, obtained full time employment and restored relationships with family members.

Hiway 80 Rescue Mission provides services that make a real difference in the lives of the men in our community who are in need of help.

El Programa Nueva Creación es la oportunidad de un nuevo comienzo en la vida para hombres cuyas vidas han sido desviadas por el abuso de alcohol, abuso de drogas u otros comportamientos destructivos.

Los hombres en el Programa Nueva Creación están en clases de estudio de la Biblia todos los días donde aprenden a tomar decisiones correctas para sus vidas y entregan sus vidas a Dios. Se ofrecen clases de habilidades para la vida y clases de recuperación para ayudar a los hombres del programa a avanzar. Los hombres del programa también participan en terapia y asignaciones de trabajo diarias. Estas tareas ayudan a los hombres a aprender la responsabilidad y autodisciplina necesarias para un crecimiento a largo plazo. Se les exige asistir a devocionales diarios y memorizar escrituras semanalmente. Cada hombre también se reúne con un administrador de casos una vez a la semana. Las reuniones de administración de casos brindan la oportunidad de asesoramiento, autoexamen y responsabilidad.

También se requiere que los hombres del programa se conecten con una iglesia local y un grupo de recuperación local. Esto ayuda a los hombres a comenzar a desarrollar una base espiritual fuera de la Misión.

Dos veces al año, la Misión realiza un servicio de graduación para los hombres que han completado el Programa Nueva Creación. Para todos ellos, es un gran logro. Algunos han continuado sus estudios universitarios, obtenido empleo a tiempo completo y restaurado relaciones con miembros de la familia.

La Misión de Rescate Hiway 80 brinda servicios que marcan una verdadera diferencia en la vida de los hombres de nuestra comunidad que necesitan ayuda.

**Loving Others as Christ Commanded**

In 1955 the Hiway 80 Rescue Mission was established to provide food and shelter, and to share the gospel with homeless men in Longview. For over 65 years God has helped us grow this ministry to include an emergency shelter for women and families in Longview as well as two campuses in Tyler.

We feature Christ-centered recovery programs, and community outreach services. Through the New Creation Discipleship program, we teach people about Christ’s love and commands, arming them with the tools they need to overcome addictions, abusive situations, and many other difficulties they face in life. After completing the 10-month program, services are provided to assist them with achieving self-sufficiency.

Through Case Management, we assist homeless men and women in identifying and overcoming the obstacles that are keeping them in homelessness. Our case management team works with the individuals to create a plan to address those obstacles, secure and budget an income and locate healthy and appropriate housing.

What started in one, small building now spans 4 campuses in Longview and Tyler.

**History of APL**

The Animal Protection League (the League) was formed in 1984 in the state of Texas as an animal rescue and adoption agency. In May 1996, the League was reorganized with an additional goal of operating a low cost spay/neuter and vaccination program located in Sulphur Springs, Texas. With the successful implementation of the spay/neuter and vaccination program, the League began to expand services to other communities with the operation of a transfer program from surrounding counties. A Meadows Foundation grant in 2000 provided the League with funds to purchase a cargo van (The Critter Getter) to facilitate the transfer program.  

As a result of the transfer initiative, a satellite program was opened in Longview, Texas in September 2003. Since the reorganization of the League the two programs have sterilized more than 200,000 companion animals from a 25 county, three state regions. The programs are open to the public six days a week and spay/neuters 110-145 animals per day of operation. A major goal of the League’s low cost pet sterilization programs is to end the excessive “littering” and the needless euthanasia of animals in rural East Texas. 

Even though the League was operating three stationery clinics, the need for low-cost spay/neuter services was still greater than ever.  In January 2012, we purchased a 20 foot surgical trailer.  This allowed our staff to travel to surrounding communities.   The mobile unit program was so successful that we have now have a total of four surgical trailers that travel to 27 East Texas communities.

The League does not receive any public funds. It instead operates on small, individual donations, fundraising efforts within its communities, and from fees generated by sterilization services.  

The League’s low cost pet sterilization programs offer a number of services to the public, some of which include:  

A pet sterilization voucher system with area animal shelters and independent animal organizations. Through this municipal coupon system, the League sterilizes animals from more than ten area shelters to help new owners comply with Texas law. Additional, the League redeems pet sterilization vouchers sold by area animal welfare organizations.  

A low cost vaccination program offered to our communities. Three days per week, the League offers vaccinations at a reduced cost to citizens in our communities. This helps to promote animal health as well as protecting the community from the deadly rabies virus.  

The League’s many programs positively influence East Texas through community outreach and volunteerism. The League’s pet sterilization facilities include stainless steel pet holding cages and a sterile surgery area for its contracted veterinarians. The League’s pet sterilization programs are self-sufficient, but do not generate sufficient revenue to grow existing programs. The League relies on the generosity of the community to help advance our goals.
